to carry out the following development: 1) The construction of a new 4m wide cycling infrastructure approximately 1185 metres in length, travelling from north to south on the R458, commencing with an uncontrolled crossing point north of the river Rine, then veering off-road over a refurbished masonry arch bridge, under the M18 Bridge and over the OPW embankment. The cycle path will then travel south via the existing access road serving the motorway attenuation ponds to where it will cross the L3148 east of the Dromoland East Roundabout via an uncontrolled crossing. It then veers south off-road, tying back in with the existing cycling infrastructure on the R458 with an uncontrolled crossing located approximately 300m south of the Dromoland East Roundabout. 2) An extension of the existing 60Kph speed limit for consideration of the scheme. 3) Installation of public lighting 4) The installation of associated signage. 5) All ancillary site works. In accordance with the Habitats Directive, Appropriate Assessment Screening has been carried out on the project. An Environmental Impact Assessment (EIA) screening determination has been made and concludes that there is no real likelihood of significant effects on the environment arising from the proposed development. The masonry bridge is a Protected Structure RPS No.:211 NIAH 20404204 as noted in the Clare County Development Plan 2017-2023 (as varied) Volume 4

The existing bridge deck has been assessed as sub-standard for traffic loading and is in need of replacement. The proposed works will consist of the following: a) Structural repairs to the existing substructure including bridge piers and abutments. b) Application of protective coatings to the existing substructure including bridge piers and abutments. c) Removal of the existing bridge parapet railings, footpaths and road surfacing including road markings. d) Demolition and disposal of the existing bridge deck including precast concrete beams and reinforced concrete deck slab. e) Preparation of existing bridge piers and abutments for receiving the new bridge deck. f) Construction of the new bridge deck comprising precast concrete bridge beams and reinforced concrete bridge deck/cantilevers/parapet beams including bearings and expansion joints. g) Construction of new parapet railings , road safety barrier, footpaths and road surfacing including road markings. h) Tie in of new bridge deck to existing road levels north and south of the existing bridge. i) All of the above works shall be carried out during a road closure.
