for a Large-Scale Residential (LRD) at the former Our Lady's Hospital building and grounds (RPS 845) within an Architectural Conservation Area (ACA) , measuring approximately 4.9 hectares on lands at Gort Road, Dulick, Ennis, Co. Clare. The proposal will provide a mixed-use development including 171 residential units consisting of a mix of; (a) Alterations to original hospital building and 3 no. extensions of 1,2 and 3 storey height to the rear, to provide 88 no. residential units with a mix of 15 no. studio units, 18 no. 1 bed units and 55 no. 2 bed units, (b) Alterations to outbuildings to the rear of the hospital building and 1 no. 2 storey extension, to provide 12 no. residential units with a mix of 2 no. 1 bed units, 8 no. 2 bed units and 2 no. 3 bed units. (c) 8 no. 3 bed 3 storey residential units in a new build terrace to the rear of the hospital building. (d) 20 no. residential units with a mix of 8 no. 1 bed units, 3 no. 2 bed units and 9 no. 3 bed units in a new build duplex housing building to the north-east of the main hospital building (e) 43 no. residential units with a mix of 3 no. 1 bed units, 30 no 2 bed units and 10 no. 3 bed units across two new mixed use buildings of 4 and 5 storey height to the south-west of the site which will also incorporate a creche (395 sq.m.) and retail units (860 sq.m.) at ground floor and new landscaped plaza between the two mixed use buildings and (f) the existing chapel to be refurbished into a community centre. Access to the site will be via the existing south-west entrance off the Gort Road R458 with minor road alterations internally with emergency access only via the road along the northern boundary to the site. The proposed development includes the demolition of existing non-retainable ancillary structures, sheds, extensions, hardstanding areas, derelict outbuildings and non-historic fabric as well as minor elevational alterations to the main hospital building and also to the outbuildings to the north of the hospital building. The proposed development also includes all internal roads and footpaths, bicycle and car parking, public open spaces, foul and surface drainage services, SuDS infrastructure and connections, water services and connections; street lighting; ESB substation, landscaping, boundary treatments, alterations of site levels and all ancillary site development works. A Natura Impact Statement (NIS) has been prepared and will be submitted to the planning authority with this application
