The drainage and backfilling of an existing water-filled excavation to create an Integrated Constructed Wetland (ICW) to treat existing surface water runoff. Access to the ICW will be from within the Ballinascorney Quarry site. The development will also include: the temporary (during the construction phase) rerouting of the existing surface water drainage system; the installation of surface water drainage infrastructure and pumping system; landscaping; and all associated site works above and below ground on this 1.1ha site comprising part of the Ballinascorney Quarry, Ballinascorney, Brittas, Co. Dublin. The development is located within the townland of Aghfarrell.

Waste recovery facility, where certain classes of construction and demolition waste (namely topsoil, concrete, bricks, tiles, ceramics, asphalt, tar, tarred products, soils and stone) will be periodically crushed, screened and stockpiled using mobile plant to produce a saleable construction product. The development includes a paved quarantine area. The 1.0 hectare site is situated within the Kilsaran Concrete Ballinascorney Quarry. The proposed access to the site is via the existing quarry entrance. The application relates to development which comprises an activity requiring a waste license.

Demolition of existing vehicle and plant maintenance structure (floor area 510sq.m., maximum height 7.7 metres) granted under 93A/0970, to be replaced by a new building comprising a workshop, canteen, drying/cloakroom, restroom and bunded fuel & oil storage area (floor area 442sqm., maximum height 8.3 metres).

Prefabricated office and prefabricated canteen, relocated weighbridge, new wheelwash, employee and visitor car park, sand storage shed (12m high), two new bunded and covered fuel tanks, a secondary treatment system (Puraflo) to existing septic tank, percolation area and improvements to quarry entrance including realignment of boundary wall to improve sightlines at entrance.

(1) Addition of a cold feed recycled asphalt plant (RAP) to existing approved asphalt plant (Reg. Ref. H.2433). (2) Recovery of RAP material (road planings and uncontaminated returned asphalt - EWC 17 03 02) through the proposed RAP addition to the asphalt plant totalling 10,000 tonnes per annum. (3) Recovery of 6,000 tonnes per annum of imported concrete waste EWC 17 01 01 through periodic crushing to produce a construction fill material. The application area is 1.1 hectares.

The development will consist of a facility for the recovery of waste concrete (17 01 01) and waste asphalt (17 03 02 - bituminous mixtures other than those mentioned in 17 03 01) on a 1.5ha area at Ballinascorney Quarry, as conducted previously at this site. The recovered materials will meet the Environmental Protection Agency End of Waste Criteria. A Waste Facility Permit will be sought for this activity.
