Permission for the demolition of the existing residence known as 'Coolamber' and the erection of a new housing estate. The development will consist of the following: (a) A four storey apartment block of 1,663 sq m consisting of 3 no. one bedroom apartments of 54.4 sq m each; 12 no. two bedroom apartments of 84.7 sq m each and 2 no. three bedroom apartments of 116.6 sq m together with external balconies and terraces of 377.3 sq m. A total of 17 apartments are provided. (b) 6 no. three storey detached houses of 247 sq m - 250 sq m each; 8 no. semi detached houses of 206 sq m - 248 sq m each; 26 no. end of terrace three storey houses of 201.7 sq m - 248.8 sq m each. 19 no. three storey mid terrace houses of 201.7 sq m each. A total of 59 houses are provided. (c) 135 no. residents parking spaces, 6 no. visitors parking spaces, a landscaped central public park of 2,191 sq m including a children's play area, a refuse collection bin storage area of 15.9 sq m for the apartments and individual bin storage areas of 1.6 sq m to each house. (d) The erection of a new boundary wall around the entire estate and the creation of a new vehicular entrance from Lock Road. (e) The widening of Lock Road and provision of a new left turn at the new entrance to the site and the creation of a new two meter wide pedestrian footpath along Lock Road. (f) All associated infrastructure and site development works including landscaping, boundary treatments and internal road works.

Demolition of the existing single storey gate lodge dwelling and the provision of 80 residential units consisting of the following: 39 no. 2 storey dwelling houses comprising 26no. 4 bedroom houses and 13no. 3 bed houses; a 3 storey + 1 storey setback apartment block comprising 8no. 1 bed apartments, 20no. 2bed apartments, and 5no. 3 bed apartments with balconies to east, west and south elevations; and a 3 storey duplex block comprising 4no. 2 bed duplex units and 4no. 3 bed duplex units with terraces at 1st floor level to south elevation. The proposed development will also include landscaping, play and exercise area, boundary treatments, bike and bin storage, internal roads and footpaths and all associated engineering and site development works and site services necessary to facilitate the development. Vehicular and pedestrian access to the application site is to be from a new access from the adjoining Lock Road/Newcastle Road (R120) to the west ; pedestrian accesses are proposed into Finnstown Neighbourhood Centre in the north-west of the site, and to Newcastle Road to the west of the site; all on lands of approximately 2.035 hectares, which are generally bound to the north by Finnstown Neighbourhood Centre, to the east by Finnsview, to the south by Finnsgreen and to the west by the Lock Road/Newcastle Road (R120). The site excludes adjoining lands affected by Tree Preservation order number TPO/0005.
