The application site is located at the junction of New Row South to the northwest , Blackpitts to the west and Fumbally Lane to the south and southeast. The site contains a protected structure (referred to as a former laundry building under RPS ref 5821) . The proposed modifications to the permitted development consist of the following: • Change of use of the 69 no. permitted single occupancy shared accommodation units and amenity spaces from fourth to seventh floor level and extension to permitted 7th floor level to provide 86 no. hotel bedrooms. • Internal alterations to permitted first to third floor level to provide 5 no. additional hotel bedrooms on previously permitted floors. • The proposed development will increase the total number of permitted hotel rooms to 235 no. rooms. • Internal alterations to permitted ground floor level including the removal of residential lounges, gym, restaurant and public community/event space. • The proposed ground floor level comprises co-working, café/restaurant event space, hotel reception, lounges areas and ancillary back of house areas. • Omission of the basement and relocation of plant to an enclosure at 7th floor level. • Provision of 3 no. new window openings to the existing building, a Protected Structure under RPS Ref.: 5821, minor alterations to the previously permitted works to the façade to the Protected Structure including reconfiguration of main entrance points and modifications to the fenestration at first floor level. • The proposed development includes elevational changes to the permitted 8 storey building to the southwest of the site including enclosure of the multi-storey staircase. Provision of a c. 1.4 metre pop- up area at roof level for ventilation purposes and increased parapet height of the building by 300mm to accommodate blue roof system. • Reduction in cycle parking provision at ground floor level. • All associated development.

PROTECTED STRUCTURE: RETENTION: We, TC Fumbally Properties Ltd, intend to apply for planning permission and retention permission at 27-29 New Row South, Dublin 8. The application site is located at the junction of New Row South to the northwest, Blackpitts to the west and Fumbally Lane to the south and southeast. The site contains a Protected Structure (referred to as a former laundry building under RPS Ref.: 5821). The proposed development consists of the following modifications to the permitted hotel development, permitted under Reg. Ref.: 4423/19 & ABP Ref.: 307217-20, as amended under Reg. Ref.: 4778/22 & ABP Ref.: 315887-23, which is currently under construction: Planning permission is sought for the following alterations: • Internal reconfiguration of the back of house areas at ground and first floor level of the existing building (Block A), a Protected Structure under RPS Ref.: 5821, including a revised linen store, provision of accessible staff bathroom, cleaning store kitchen and storage areas at ground floor level and staff facilities at first floor level. Provision of meeting rooms within the co-working area and residential communal kitchen at ground floor level. • Alterations to the previously permitted works to the façade to the Protected Structure including portion of existing wall to be retained, lowering of existing window cills at 2nd and 3rd floor level, retention of existing concrete supports for the 9 no. windows at ground floor level along New Row South and replacement of the stone with metal PPC flashing. • Reduction of the permitted louvered plant enclosure at roof level of Block A. • Internal reconfiguration of proposed ground floor level of Block B including provision of a resident’s gym and laundry, and management office at ground floor level. Relocation of accessible bedrooms within permitted floors from first to sixth floor level. • Elevational changes to Block B, the permitted 8 storey building, including reconfiguration of fenestration from first to seventh floor. • Revisions to the entrance lobby at ground floor level including glazing and gate. New escape door created at existing entrance. • Provision of a lightning protection system at roof level of Block B. • Revisions to the permitted bicycle store enclosure. Retention permission is sought for the following: • Reorientation of the multi-storey stair core of the 8 storey building to the southwest of the site. • Disassembly and rebuild of portion of the existing southern wall of the Protected Structure. • Reduction of the permitted building footprint at ground floor level which results in revisions to the substation and switch room, removal of a stair core / service area corridor and internal reconfiguration of the back of house, hotel reception and lounge area. The proposed alterations result in an overall decrease of 42 sq.m in the total GFA of the hotel from 7690 sq.m to 7648 sq.m.

BCP Fund Manangemenet DAC, acting in its capacity as manager of BCP Investment Fund in respect of its sub-fund BCP Real Estate Value Add Fund, intend to apply for permission for amendments to a permitted development under DCC Reg. Ref. No. 3752/19 and ABP-307062-20 for an enterprise centre building at the site. The development will consist of the following amendments: 1. Increase in gross total floor area to c. 5,325.6 sq.m from c. 4,459 sq.m (including a basement area change to c. 1,101.3 sq.m from c. 1,129 sq.m) from ground to fifth floor levels. 2. PROTECTED STRUCTURE: The proposed development relates to two adjacent sites on Fumbally Lane including the Fumbally Square Building within the Fumbally Square site, located to the north of Fumbally Lane and southwest of New Street, and the West Court Building (known as Tower 1 &2) of the Fumbally Court site, located to the south of Fumbally Lane and to the north of Malpas Street, Dublin 8. The proposed development generally consists of a change of use from office use and the required works to facilitate the development of a 172-no. room aparthotel over two buildings. The application boundary includes a Protected Structure at 12 Fumbally Lane (RPS: 3001- entrance walls and stone setts) and sits as part of a wider site which contains a Protected Structure at 9 Fumbally Lane (RPS Ref. 3000- a stone warehouse). The development will consist of the development of a 172-no. room aparthotel, within the existing buildings, as follows: 1. Change of use of the existing 5 storey Square Building located within Fumbally Square from office to aparthotel to accommodate 119 no. rooms. The existing central courtyard of the Square Building is to be enclosed by new glazed walls at ground level and a canopy at roof level, creating a central reception and lounge area of 192.7 sq.m, at ground floor level which also includes adjacent spaces to include a social kitchen, luggage store and back of house areas. Internal reconfiguration of the existing office layouts to facilitate aparthotel rooms. A publicly accessible Wellness Studio of 122 sq.m is also provided at ground level accessed from the Fumbally Square courtyard. Upgrades to the existing landscaping of Fumbally Square is also proposed which includes alterations to existing setts (RPS: 3001) to provide for a Part M route. Amendments to the existing façade to include new openings in the on the northern elevation to provide additional windows, a new service entrance at ground level on the southern elevation, the enclosing of the existing central courtyard at ground floor level on the western elevation to form new entrance and enclosure of existing opening on the eastern elevation. Amendments are proposed to the existing basement under Fumbally Square which include the removal of 10 no. car parking spaces and the provision of storage areas, new stair to ground level, cycle parking, back of house areas, staff office and changing areas. The proposed amendments result in a minor increase in gross floor area above ground of c. 233 sq.m all contained within the footprint of the existing building. 2. Change of use of the existing 3 storey West Court Building located within Fumbally Court from office to aparthotel and to accommodate 53 no. rooms. A lounge area at ground floor level is provided as well as back of house areas and inclusion of new internal stairs/lift. Internal reconfiguration of the existing office layouts to facilitate aparthotel rooms. A number of existing blocked up window openings on the west elevation are proposed to be reopened. Upgrades to the existing landscaping of Fumbally Square is also proposed. The proposed amendments result in a minor increase in gross floor area of c. 113.07 sq.m all contained within the footprint of the existing building. 3. Use of existing and upgraded plant and other ancillary facilities at basement and ground level to service the buildings including a new foul connection to the north of the site.
