PROTECTED STRUCTURE: Planning permission for development at a site within the overall Grangegorman Strategic Development Zone (SDZ) of c. 28.69 hectares at Grangegorman, Dublin 7. There are several Protected Structures within the Grangegorman SDZ. The specific location of the proposed development comprises c. 0.759ha in the south-east of the Grangegorman SDZ and relates to The Lower House, Grangegorman Lower, Dublin 7 (Record of Protected Structure No. 3289). The development will comprise the second phase of a three-phase project for the adaptive re-use of the building including: (a) The use of the building for educational related uses including canteen and cafe, common rooms, student support services and facilities (including studios (music and dance), practice rooms and shared work-spaces) and ancillary facilities. (b) Demolition of the following structures adjacent and abutting the Protected Structure, including: (i) Remaining sections of walls from previously demolished structure acting as buttress walls on the north elevation; (ii) North-west and north-east non-original external stairs and steps to south (east range); (iii) Single-storey shed to south east of site (abutting Lower House and neighbouring property to Morningstar Avenue); (iv) Concrete slab infill previously constructed to existing lightwells to north of main entrance; and (v) Demolition of external boundary wall to the south-east between the Lower House and Morning Star Avenue; (c) Construction of two new single-storey flat roof extensions to the rear (north) elevation to accommodate a dance studio (c. 137sq.m) and kitchen (c. 147sq.m) both with a parapet height of c. 6.2m; (d) Construction of two new single-storey flat roof enclosed glazed verandas to the front (south) elevation on either side (east (c. 55sq.m) and west (c. 55sq.m) of the existing entrance - both with an eaves height of c. 4.65m; (e) New light well to the south and reopening of existing light well to the north of the building to facilitate ventilation to lower ground level. (h) New pedestrian / cyclist route linking The Lower House to the proposed Serpentine Walk (permitted under Reg. Ref. 3373/12. (i) Provision of 120 no. cycle parking spaces. (j) Minor amendment to the temporary car park permitted under Reg. Ref. GSDZ2835/15. (k) Service access will be from Grangegorman Lower via controlled Serpentine Walk access point. (l) Temporary landscaping variations to the site infrastructure and public realm permitted under Reg. Ref. 3373/12 / GSDZ3553/13. (m) All landscape, site services and site development works.

The proposed development consists of improvements to the existing access arrangements to the temporary Lower House Car Park, including; 1. Installation of a set of automatic lifting vehicular traffic barriers at the access to the existing temporary Lower House Car Park; 2. Modifications to the existing paladin fencing at the site entrance from Grangegorman Lower to include a 1.5m pedestrian/cycle gate; 3. Provision of road markings, including a stop line, pedestrian and cycle demarcations and other line markings associated with the installation of the vehicular traffic barriers; 4. Installation of bollards in proximity to the proposed traffic barriers and minor extension of hardstand footpath (2m wide) to west of the proposed traffic barriers; and 5. Minor amendments to existing landscaping and all associated site works. The proposed development is located proximate to a Protected Structure (RPS no. 3281), the Entrance gates, piers and walls at Grangegorman Lower and Grangegorman Upper. There are no works proposed to the Protected Structure as part of the subject planning application.

RETENTION: PROTECTED STRUCTURE: Grangegorman Development Agency and the Department of Education and Skills intend to apply for temporary retention permission for development at a site comprising the Dublin 7 Educate Together National School, Fitzwilliam Place, Grangegorman Lower, Dublin 7, located within the Grangegorman Strategic Development Zone (SDZ). The development consists of the temporary retention and use of the existing Dublin 7 Educate Together National School which was granted temporary permission under 4291/08 and extended under GSDZ3263/14 and GSDZ3653/17. This application seeks to retain the temporary school for a further 3 years while the construction of the permanent school is ongoing. The temporary school comprises: 1) A two storey 16 classroom primary school of approx. 2284 sq.m (including all ancillary school accommodation/layout/storage); 2) 2 no. ball courts, a junior play area, a dedicated special needs play area, 32 no. surface car parking spaces, vehicular set down area, circulation/paths, bicycle stands, a 2.4m high paladin perimeter fence, associated landscaping/drainage works, bin storage and external temporary storage facilities (generally for the storage of sports equipment); and 3) Vehicular entrance and pedestrian access (including security alterations to associated gates) through the perimeter wall (a Protected Structure - RPS Ref. 3289) at Morning Star Avenue to provide adequate emergency access clearance (including the temporary removal, repair and reinstatement of the wall and pier at Morning Star Avenue).
