The application is being lodged by Diane O'Rourke and the entire proposal will take place on and at Osberstown, Naas, Co.Kildare. The development will be served by a connection to the public mains water supply, by a well to be sunk on the land (for equine use only), by a packaged wastewater treatment system and polishing filter, by a recessed vehicular access (to replace the existing farm entrance) comprising of new timber gates flanked by new timber panels, the creation of a part compacted gravel /part cobblelock driveway serving both residential and equine elements of this development, along with site landscaping and all ancillary works including the creation of open paddocks for the grazing of horses. The land abuts the River Liffey, which is a proposed Natural Heritage Area and the application includes the removal of all Himalayan balsam from this land
