As per the previous permission, the site is accessed from the existing private road on HSE lands off Block Road, being located to the southwest of the existing Midland Regional Hospital Portlaoise campus. The as built car park is located within the grounds of St. Fintan’s Hospital & Healthcare Campus, which is listed as Protected Structure RPS 179 in the current Laois County Development Plan 2021-2027.

construct a new two and three storey extension located to the east of the existing Hospital. This consists of a new Respiratory Assessment Unit & ancillary accomodation at Ground Floor level, an extension to the existing Pediatric Unit, together with ancillary accommodation at First Floor level and enclosed and semi-enclosed plant accommodation and access stairs at Second Floor/ Roof level. The proposed works also include separate Ground and First Floor links from the proposed new development to the existing Hospital, as well as the construction of a semi-covered link walkway between the proposed new development and the existing Hospital, and the relocation of 2no. existing temporary single storey prefabricated structures currently used as Covid Testing facilities from the general location of the proposed works to a new location to the north of the Hospital, together with a dedicated Ambulance set-down area immediately adjacent to the pre-fabricated structures. The proposed works also include the relocation of an existing Ambulance set-down area to a new location adjacent to the north west of the Hospital, together with the provision of an external fire tender circulation route and a re­ configured external pedestrian circulation route to the south side of the Hospital, along with the provision of a new parking area to the west side of Block Road accessed off an existing access road, to be used temporarily as construction personnel parking during the propos ed works. The works here also involves the widening of the existing access road and the provision of a pedestrian crossing across Block road linking this parking area to the main Hospital campus. The development also include all siteworks associated with the proposed works. Phase 2: provision of 80 no. additional car parking spaces to West of hospital site adjacent to the Block Road entrance. Phase 3: Reconfiguration and extension to carpark to North of hospital site at Dublin Road entrance including upgrade of Dublin Road entrance to provide 10 no. additional and reconfiguration, upgrade and extension to carpark to East of hospital site to provide 51 np. additional spaces and the provision of vehicle access control barriers. reconfigure and change the use of vacant space at the former RC Church, which is a protected structure, RPS 928, to provide additional meeting rooms, conference space, offices and ancillary accommodation over two levels with the introduction of a new first floor to the former chapel. The proposed reconfigured space will be linked back to the existing administration building which is a protected structure, RPS 297 ,at ground & first floor level via a new glazed two storey link with a new entrance on the ground floor North West façade of the link. The proposed works also involve the demolition of 2 no. existing porches to allow the restoration of the original fenestration to the NW elevation of the disused former Chapel of Rest building and minor internal alterations to the existing administration building along with all associated site development works. remove 2 no. existing prefabricated structures and construct a single storey, flat roof extension to the north east of the existing mortuary building to include a waiting / family area with views to a new external garden area, kitchenette area, accessible WC and a new entrance lobby and refurbish the existing viewing room, provide external seating areas and planters and a new designated pedestrian route from the main hospital entrance to the mortuary building, together with all associated site works. Retain existing prefabricated medical store adjacent to the mortuary building, together with all associated site works. The mortuary building is listed as a Protected Structure RPS950 under the Laois County Development Plan 2017-2023
