Mixed use development to include the retention of Protected Structures. The proposal includes the construction of 503 no. apartments comprising: 388 no. two bedroom apartments and 83 no. on bedroom apartments 32 no. two bedroom penthouse apartments. The proposed development consists of ten blocks, ranging in height as follows: Blocks A & B-two to 5 storeys; Blocks F, G & H- two to four storeys and blocks C, D, E, J and K-five storeys plus penthouse. The proposal also provides for the partial change of use and the redevelopment (including the addition of: two new floors within the existing St. Annes building: new Dormer windows; and external alterations) of St Annes/ Block C from educational to residential; Change of use of Georgian House (Protected Structure-ref. No. 28, list 1, South Dublin County Development Plan 1998) and neighbouring school buildings from the existing institutional use to a 72 no. bedroom nursing home (5,284 sq.m.); and change of use from religious to community use (ground floor, 906 sq.m) and nursing home use (lower ground floor,906 sq.m.) in the existing Church Building (Protected Structure -Ref No. 28, List 1, South Dublin County Development Plan 1998). The existing outbuildings and prefabricated structures to the northern side of the main buildings, and the two storey link corridor between the concert hall building adjoining Georgian House and St. Annes, are to be demolished. The existing two storey red brick structure, with external water tank, located at the South East corner of Georgian House(Protected Structure -Ref. No. 28, List 1, South Dublin County Development Plan 1998) is also to be demolished. Access to the site is provided from the existing entrance at Grange Road with a new vehicular and pedestrian access proposed across the retained convent grounds onto Loreto Terrace, and fire tender access provided from an existing entrance at Convent Lane. The proposed development also includes the provision of 795 no. residential car parking spaces (760 no. at basement level, 35 no. at surface level) and 17 no. surface car parking spaces for the proposed nursing home; internal roadways; and all associated site development works, the provision of a boundary wall and railings, infrastructural and landscaping works including the relocation of the wrought iron gates (Protected Structures-Register Ref. No. 27, List 1, South Dublin County Development Plan 1998) 30 metres east of their existing position, all on a site measuring 4.9 hectares (12.1 acres) approximately. This application for planning permission is accompanied by an Enviromental Impact Statement.

Upgrade work to enhance fire safety and protection of the buildings consisting of improvement of building fire compartmentation, upgrading of fire detection and alarm system and emergency lighting

Security works including the boarding up of windows and doors on the lower ground floor; erection of security perimeter fencing; removal of external fire escape stairs and the removal of overgrown trees, undergrowth and shrubbery to the perimeter of the existing buildings. The works described above are considered a necessary temporary measure in order to protect the buildings from on-going vandalism and to prevent the risk of theft of the valuable historical and architectural contents within.

Modifications to previously approved mixed residential and commercial development at the Loreto Abbey site (Reg. Ref. S00A/0554; PL00S.125554 and S00A/0554/EP) which included for the permission for a change of use of Loreto Abbey "Georgian House" protected structure from the existing established institutional uses to a 102 number bedroom nursing home (8,471sqm); this included the change of use of lower ground floor of the chapel from ecclesiastical use to nursing home use, the remainder of the chapel was not affected by the permitted development and the addition of five extensions to the existing building (to accommodate the nursing home), comprising a new lobby, two number stairwells and a lift shaft, a three storey glazed link, and a second floor glazed extension, all totalling 653sqm. The modifications to the permitted development comprise: 1) The provision of a new three storey extension (1,637sqm) to the north of the existing complex including removal of existing two storey corridor link between the Georgian house and St. Annes building in lieu of previously approved entrance lobby and two sets of stairs and five separate extensions establishing a well functioning circulation link at each floor level between the Georgian house, the St Annes building and the gymnasium resulting in an increase of 11 bedrooms from the previously permitted 102 bedrooms to a total of 113 bedrooms. 2) revisions to the previously approved nursing home internal room layout in the Georgian house, Church, Concert Hall, Gymnasium and building known as St Annes to upgrade and improve the nursing home accommodation to bring it in line with currant and future industry best practice.
