Amendments to the residential blocks E,G,H, J and K of an approved mixed use development, including the retention of Protected Structures (Planning Register Reference S00A/0554 and An Bord Pleanala PL.06S. 125554) The proposal comprises the construction of an additional 50 no. apartments (the total no. of apartments for the combination of the permitted scheme and the proposed 50 no. apartments is 323 no. apartments) arranged in revised 2 and part 3 storey blocks (Blocks G, H, and J,) and in amended part 4 and part 5 storey blocks (Blocks E and K), with an additional 84 no. car parking spaces in an extension to the approved basement under blocks C,D,E,F,G,H,J and K, by approximately 5m to the west, 6.4m to the east and 4.4m to the south,to facilitate a proposed additional 84 no. carparking spaces. The total car parking for the combination of the previously permitted scheme (473 no. spaces), and this proposal (84 no. spaces) is 557 no. spaces, of which 524 no. are in the basement and 33 no. are on the surface. All other elements of the scheme, including the works proposed to the Protected Structures are unaltered from the approved scheme. The revised element of the development relates to 0.53 hectares as part of overall site measuring 4.9 hectares approximately at Loreto Abbey (Protected structure Ref. No. 28 South Dublin Development Plan 1998)

Modifications to existing permitted development Register Reference S00A/0554, and Appeal Board Reference PL 06S 125554 for mixed use residential development to include the retention of protected structures which include for permission for the change of use of Loreto Abbey 'Georgian House' protected structure from the existing established institutional uses to a 102 number bedroom nursing home (8,471 square metres); this included the change of use of lower ground floor of the chapel from ecclesiastical use to nursing home use, the remainder of the chapel was not affected by the permitted development and the addition of five extensions to the existing building (to accommodate the nursing home), comprising a new lobby, two number stairwells and a lift shaft, a three storey glazed link, and a second floor glazed extension, all totalling 653 square metres. The modifications to the permitted development relate to the change of use of the protected structure from the permitted use as a nursing home to proposed use as offices, net lettable area 4680sq.m. and for modifications to permitted internal works to the protected structure to provide for the internal remodelling of stairs H for emergency egress purposes and for the provision of toilet accommodation over three floors in Block L (the Gym building), and modifications to permitted parking provision of 33 spaces to serve the protected structure to provide for 191 car parking spaces, 66 at surface level and 125 no. in the basement of Blocks A & B and for modifications to permitted phasing and completion of works to the protected structure to allow for sequential phasing of such works following the completion and occupation of the residential development on the remainder of the site which phasing programme would supercede the phasing programme as required by condition 4 of the permitted development Register Reference S00A/0554, and Appeal Board Reference PL 06S 125554 and for all ancillary site works on and landscaping on part of overall site measuring 4.9 hectares (12.1 acres) approximately, at Loreto Abbey, Grange Road, Rathfarnham, Dublin 14 and partially bounded by Loreto Terrace to the North, Grange Road and Dispensary Lane to the West, Convent Lane and Loreto primary school to the south and Stonepark Abbey to the east.

A mixed use development to include the retention of Protected Structures. The proposal includes the construction of 317 no. apartments comprising: 270 no. two bedroom apartments; 29 no. one bedroom apartments and 18 no. two bedroom penthouse apartments. The proposed development consists of ten blocks, ranging in height as follows: Block A - two to three storeys; Block B - two to four storeys; Blocks C, D, E and K - four storeys plus penthouse; Blocks F, G, H and J - three storeys. The proposal also provides for the change of use of 'Georgian House' (Protected Structure - Ref. No. 28, List 1 South Dublin County Development Plan 1998) and neighbouring structure, from the existing institutional uses to a 102 no. bedroom nursing home (8,471 sq.m); this includes the change of use of Lower Ground Floor of the Chapel (Protected Structure - Ref. No. 28, List 1, South Dublin County Development Plan 1998) from ecclesiastical use to nursing home use (the remainder of the Chapel will not be affected by the proposed development); the change of use of the existing outbuildings to the north of the main buildings from store/workshop to 3 no. offices (107, 70 and 70 sq.m) and a creche (100 sq.m). There are five extensions proposed to the existing buildings (to accommodate the nursing home), comprising a new lobby, two no. stairwells and a lift shaft, a three storey glazed link, and a second floor glazed extension, all totalling 653 sq.m. The remaining two outbuildings (garage and store) and two prefabricated structure (two study rooms) to the northern side of the main buildings and the annex to the south-east of Georgian House, are to be demolished. Access to the residential units, the offices and creche is provided from a new access from Dispensary Lane. The existing entrance will provide access to the nursing home, and fire tender and service access is provided from an existing entrance at Convent Lane, and from Dispensary Lane. Dispensary Lane will be widened to 6m, and 7m at the junction with Grange Road. The existing boundary wall at Dispensary Lane will be demolished and rebuilt (using the salvaged stone) and a number of protected trees will be removed to allow for the widening. The proposed development also includes the provision of a total of 607 no. residential car parking spaces (all at basement level), and 33 no. surface level car parking spaces associated with the nursing home, creche an office uses; internal roadways; and all associated site development works, the provision of a boundary wall and railings, infrastructural and landscaping works, all on a site measuring 4.9 hectares (12.1 acres) approximately. An Environmental Impact Statement was also submitted with the planning application.
