Proposed Search and Rescue (SAR) hangar on lands forming part of Weston Airport, at Celbridge Road, Backweston, Lucan, Co. Dublin. The proposed development will consist of a part single and part two storey SAR helicopter hangar of 1,984.4 sq.m FGA to accommodate 2 no. helicopters, maintenance store, workshop and facilities, operations rooms and offices, staff kitchen and accommodation for on shift personnel. The hangar facility will also facilitate maintenance, repair, and overhaul (MRO) activities for SAR helicopters only. A single-storey structure of 48.9 sq.m GFA facilitating ESB substation, switch room, and security room is also proposed. Permission is also sought for airside infrastructure comprising apron area to connect with existing apron, refuelling areas, service access area and a subdivided fenced compound to accommodate airside SAR support vehicles. The landside subdivision of the fenced compound will house a generator and water tank for firefighting purposes. Also proposed is the reconfiguration of existing emergency airside access from the R403 Celbridge Road to facilitate a dual emergency (airside) access route; pedestrian footpath and access to the proposed development; 20 no. car parking spaces including EV charging and disabled parking provision; 17 no. bicycle parking spaces; watermain and drainage works including foul pump station and rising main; landscaping including paving, planting, earth mounding, and SuDs, SAR facility wall-mounted signage, fencing and all associated site development works on a site area of 2.1112 Ha.

The permission is sought for the temporary use of these lands as a park and ride facility for the period 19th - 24th September 2006 to facilitate the Ryder Cup Golf competition to be held at The K Club, Straffan, Co. Kildare. The temporary use of the lands for park and ride will involve use of grassed areas to accomodate parking, temporary use of existing aerodrome entrance, temporary use of secondary entrance to Westonpark House north of Blackweston Farm, temporary opening of 4no. former agricultural access points and existing emergency access between main aerodrome entrance and Cooldrinagh Lane onto the R403 Celbridge Road, laying of temporary "trakway" for feeder buses ferrying spectarors to the Ryder Cup event at the K-Club, erection of temporary mobile lighting, temporary fencing, temporary port-a-loo and other associated facilities (including 2no. temporary tent structures for administrative and security). Reinstatement of the lands and associated entrances onto the R403 to their existing condidtion is proposed following the Ryder Cup. Westonpark House is a Protected Structure. A separate application is being submitted to Kildare County Council for that part of the park and ride facility within the Kildare County Council administrative area.

Application under S.5 of the Planning and Development Act 2000, as amended for a declaration on whether implemention of measures described below is or is not development or is or is not exempted development: 1.Revision of the position of the visual navigational aids (runway markings) to facilitate the inclusion of Runway End Safety Areas (RESAs) at both ends of the licenced runway of Dublin weston Airport (DWA) as required by EU Regulation 139/2014 and the Irish Aviation Authority (IAA) the competent authority for the purposes of licensing and regulating airports and aerospace in Ireland. 2. The installation of additional visual navigational aids (consisting of runway lighting and precision approach pathway indicators or PAPIs) 3. The decommissioning (closure) of part of a parrallel taxi way that is not currently required. 4. Ref.SD08A/0779 and Kildare County Council Reg. The repositioning of existing fuel tanks used for the storage of aviation fuels ( Jet A1 and AvGas) and the upgrading of bund walls and security fencing surrounding these tanks. In addition, the existing emergency access gate from the private road is to be repositioned and converted for use to access this bunded fuel storage, and a replacement emergency access gate, also onto the private road, is to be provided immediately to the west of the repositioned gate. The above is to facilitate the safe and secure storage of aviation fuels on the site, a function which is ancilliary to its operations as an airport.

The installation of a system of 'Visual Aids to Navigation', including all associated electrical ducting, an aeronautical beacon, runway edge lights, runway lead-in lights, runway threshold identification lights, Precision Approach Path Indicators (PAPI's), runway end lights, stopway lights, runway guard lights, stop-bars, taxiway edge lights, apron floodlighting and wind-direction indicator (windcone) lights. The standardisation of the width of the straight sections of all taxiways to 11m (with wider than 11m for turns). (Please refer to the cover letter enclosed within for a detailed description of the proposed development)

Centrally relocate the existing Runways 07 and 25 to midway between the airport boundaries, incorporating the existing stopway, to include the provision of Precision Approach Path Indicators (PAPIs). This will also include Runway End Safety Areas of 180 Metres. The change in runway layout will retain the present runway category (ICAO Code 2b) and aerodrome licensing requirements on aircraft size. Nothing in this application increase the size or capacity of aircraft to that currently using the airport. The runway distance will be 1199 Metres, the full extent of ICAO Code 2b limitations. This is Necessitated by the landing distance restrictions imposed by the use of Precision Approach Path Indicators (PAPIs). The runway declared operational distances, as published in Aeronautial Information Publication Ireland, will not be increased by this application. This application is made solely in the interest of increased safety standards and the promotion of noise abatement. An EIS has been prepared in relation to this application.

Planning Permission to vary and retain An Bord Pleanala Condition No: 10, Reference No: PL06S.131149 namely "wIthin 3 months of completion of the proposed buildings, all existing buildings in the South-Western corner of the site shall be demolished; rubble generated by demolition shall be disposed of in accordance with the requirements of the Planning Authority" to read: " Within 3 months of completion of the proposed buildings, all existing buildings in the South-Western corner of the site shall be demolished, excluding the existing bungalow, which shall be retained as a residence and the existing offices which shall be retained as an aviation training school, rubble generated by demolition shall be disposed of in accordance with the requirements of the planning authority"; also to vary and retain An Bord Pleanala Condition No. 7 Reference No. PL06S.131149, namely " The existing access in the South corner of the site shall be permanently closed off within 1 month of commencement of operation of the new facilities to the North-eastern of the site" to read: " The existing access in the South-Western corner of the site shall be retained only as an emergency access". All site works are within the cartilage/attendant grounds of Weston Park House a protected structure.
