The existing permit has now expired and in accordance with the change in waste management regulations, relating to waste facility permits (i.e. the 2007 Waste managment facility permit and Registration regulations) an application for a new waste permit is required. We have been informed by the Environment Dept of SDCC that planning permission or a certificate of exemption are required in order to process the permit application. The facility has full planning permission for the existing buildings and use including the storage of raw cooking oils of c. 5,000 toones/annum in tanks, IBC, and other containers within containment bunds. Raw cooking oil is delivered from the facility to customers including hotels, restaurants, food outlets etc. The facility takes back c.40% (c. 2,000 tonnes/annum) of used cooking oil (UCO) from their customers and store it on site awaiting bulk transport to their UCO recovery plant in Strabane, Co. Tyrone. All UCO is stored on site in sealed containers and within bunds. It is submitted that the temporary storage of this UCO at the premises is similar in all respects to the existing permitted activity (temporary storage of raw cooking oil) and therefore is exempt from the requirement for planning permission.
