for a 10-year permission for development of a district heating energy centre at a site located at Waterford Crystal, Ashe Road, Pastimeknock, Waterford, A heat recovery plant at Bausch & Lomb, Waterford Industrial Park, Ballynaneashagh, Waterford and A district heating network pipeline in the townlands of Ballynakill, Farranshoneen, Williamstown, Grange Upper, Grange Lower, Ballytruckle, Kingsmeadow, Kilbarry, Pastimeknock, Lisduggan Big, Skibbereen, Ballynaneashagh, in Waterford City, Co. Waterford. The proposed development will consist of the following:

1. 1.
   The construction of a District Heating Energy Centre at Waterford Crystal, Ashe Road, Pastimeknock, Waterford, with a total generated capacity of up to 45 MW. The District Heating Energy Centre comprising a boiler and heat pump building (GFA 619 sq.m), an equipment and welfare building (GFA 281 sq.m), ancillary and staff welfare buildings, thermal water tanks, a 13-metre flue, dry air coolers, gas boiler units, heat pumps, staff welfare facilities, and associated drainage, water and utility service infrastructure.
2. 2.
   The construction of a heat recovery plant room (GFA 24.7 sq.m) and storage tanks at Bausch & Lomb, Waterford Industrial Park, Ballynaneashagh, Waterford.
3. 3.
   The construction of a district heating network pipeline (c. 8804m in length) from the proposed District Heating Energy Centre building within the following roads – R680, R686, R709, R675, R710, R683, L1515, L90605, L90038, L1518, L5521, L90999, L90342, L1521, L1522 and L1523 and the provision of pipes to connect the district heating network pipeline to sites/premises.
4. 4.
   The proposed development includes all associated site development and site enabling works and ancillary infrastructure. A Natura Impact Statement (NIS) has been prepared in respect of the Proposed Development.
