A new gas reciprocating engine power plant which will have the capability to generate 50 MW of electricity. The footprint of the development site area within Dublin City Council is 1.1 hectares, a further 1.7 hectares is located within Fingal County Council's administrative area. The proposed development within Dublin City Council area comprises: 1. A gas above ground installation (AGI) compound which will contain the Pressure Regulating & Metering Building (approx. 3.0 m width by 11.0 m length x 4.1 m height); Control & Instrumentation Building (approx. 3.0 m width by 4.0m length x 4.3 m height); Chromatography Building (approx. 2.5 m width by 2.5 m length by 4.2 m height). 2. Access to the power plant development will be via the R139 and one emergency exit is also provided. 3. Internal access roads, two bridges to access the remainder of the site within the Fingal County Council area, and the overall development will be enclosed with a 2.6 m high palisade security fencing. 4. All other ancillary site development works including water supply pipeline, firewater and stormwater drainage, as required to facilitate the development. 5. For clarification, the electricity generating power plant is located within the administrative area of Fingal County Council and will be the subject of a separate planning application. The planning application is accompanied by a Natura Impact Statement. This application also relates to a development that will require an Industrial Emission Directive licence from the Environmental Protection Agency.

The proposed development will consist of the following elements within the administrative boundary of Dublin City Council: a) New access entrance from the R139 and a clear span bridge crossing over River Mayne. b) Internal access tracks, security fencing, temporary construction compound, landscaping, and drainage. A concurrent planning application is being made to Fingal County Council which relates to the lands directly to the north of the site of c.1.65 ha for the construction of A Grid Stabilisation Facility containing 1 No. High Inertia Synchronous Compensator (HISC) unit enclosed within a steel clad framed style structure (12.1m max height) and supported by 8 No. electrical equipment containers (containing ancillary power supply products including a static frequency converts, MV switchgear, exciters, LV distribution, control room, welfare and office), main, auxiliary & start-up electrical transformers, generator circuit breaker, switchgear equipment, External cooler units and 1 No. back up diesel generator and associated diesel storage tank; A 220kV High Voltage Gas Insulated Switchgear (GIS) compound containing a GIS building with all control & HV equipment within a single storey building (13.2m max height). The building will be surrounded by a compound road and contained within a 2.6m high galvanised steel palisade fence; A 220kV underground cable to the existing adjoining Eirgrid substation boundary; Associated elements comprising a clear span bridge over the River Mayne, various underground cables and ducts, equipment plinths, boundary security fence, compound lighting and palisade gates and fencing, security lighting, CCTV, internal access roads, hardstanding areas and all necessary foundations works for the above compounds. A Natura Impact Statement (NIS) will be submitted to the Planning Authority with the application. The NIS may be inspected, or purchased at a fee not exceeding the reasonable cost of making a copy, at the offices of the Planning Authority during its public opening hours.
